Web_N is a system variable that keeps track of the number of observations. The by part of the bysort prefix calculates the number of observations for each value of the id, rather than for the data as a whole. If you just want to identify which are the singleton groups, do something like gen byte is_singleton = e (sample)==0 (this assumes that no obs. would be dropped for other reasons, such as missing values).
